Amateur Draft Problem - Settings or Bug?

Has anyone encountered anything like this and figured out what the issue is?

I play a fictional league with promotion and delegation. Three leagues in the association. My amateur draft is scheduled for November 1. All places where that setting exists - the association page, and the league rules for each of the three leagues - it's set as November 1.

Yet when November 1 arrives, I have no way to conduct the draft. The "continue" or "begin" draft button is absent, and the main draft screen reads as though the draft has already finished, despite the fact that no one has yet been drafted. If I advance a day, as I tried in the previous year of my league, the draft is conducted automatically. Obviously not ideal - I'd like to draft my own players.

Any ideas?
