Disabling AI control

Looking for some help as I feel I have googled and tried everything. No matter what I change the AI still demotes and promotes players after ever simulated game, it also offers contracts, cancels scouting reports, and pretty much whatever else it feels like.

under manager options I am set as a team's manager and gm. Team control settings on the same page I have myself set for all the options.

I have gone into league settings and set all teams to be controlled by myself and that did not work. set all teams to not allow ai roster moves and that did not work.

I fired myself and then rehired myself. Made sure the do not disturb setting is not checked.

I am lost as what to try next or what is even wrong.
