Need Rookies With Better Ratings

I have a 64-team fictional major league... 8 divisions... I do not use the minors... I have a 21-man active roster and 21-man reserve roster. I don't have an annual draft because the player ratings were poor.

I let the AI control the league completely. I just want to watch the league play out and report it on the Dynasty Forum.

I stop using the annual draft a long time ago. Teams reserve rosters were overloaded with players with poor ratings. My reserve rosters were filled with poor players that would never make the active roster. They would sit into their 30s on the reserve rosters. I had to go in and purge the old players each year. I sure do wish the AI would purge the roster of inferior and aging players so I wouldn't have to do it..

So I began creating my own rookies on the Free Agent screen. I create 100 Average players and 100 Good players. Sometimes I create a Star player... but not often... This worked for 5 seasons, but now the quality of rookies being created for Free Agents are poor quality.

How can I improve the quality of the players I create on the Free Agents page so they can make the active roster and not languish on the reserve roster?

I create Average pitchers, but their Stuff ratings are way below 40.

Is this normal for OOTP? If you create Free Agents on the Free Agent screen, do your created players have ratings like my league. Will players with such poor ratings develop into major league players?

Shouldn't most pitchers throw in low to upper 90s. Why does the AI create pitcher velocity in the 83-88 range. These pitchers would never be considered for even the minor leagues, much less for the major league.

Should pitchers in OOTP have decent Stuff rather than being rated in the 10s, 20s, 30s and 40s? Shouldn't they have Velocity in the 90s?

I have the same problem with position players. The AI create players with very poor ratings, too.

Sure would appreciate your help and advice.

I would just like the AI to take care of the rosters and create quality players. This league is working me to death.
