Best time to add feeder leagues?

We started a new, present-day online league in OOTP 27 on release. Our goal for the league structure is to have feeder leagues populating the draft, but we held off adding them for the first season because there was a full draft pool for the 2026 draft already in the game. We just concluded the WS in 2026 and started the offseason.

When is the best time to setup and populate the feeder leagues during the offseason? Mainly curious whether it's better to do it right away (current in-game date of November 13, 2026) or wait until on or after January 1, 2027 to add the feeder leagues and populate them with players. Any other helpful information or considerations for adding the feeder leagues is also appreciated.
