Promotion/Relegation

On my packs only team last week I finished 3rd place with an 88-74 record, made the playoffs but lost in the wildcard. In the promotion/relegation standings I missed the promotion by one spot due to the early playoff exit. However, I was still promoted to low gold? Did I get promoted because the team in the 1st spot was super promoted with 119 wins?

All leagues in all tiers (except for PeL) have a team count of 30. Since the promotions and demotions do not always guarantee this number we promote team(s) to match it.

Still confused. According to the Relegation/Promotion standings, I just missed the promotion. But the 1st team was shaded in blue. Does that mean he was super promoted and that is why I was promoted?

I gather from Chris' answer that there are no more short leagues? Except maybe in the rookie league because you cannot guarantee that entry pool will be divisible by 30?
