Start screen spikes cpu usage

Not sure what's going on, every time I go to the start screen my computer starts making a weird whining noise and temps rise. If I click into anything the issue resolves itself.

There is likely an issue with drawing the 3d cards on that screen for you. Some options:
-You can disable the cards entirely, using the settings menu on there, the Misc tab, "Draw Entry Screen Cards".
-Alternately, if you go to the 3d tab, if you set the max frames to something like 60, that may prevent your machine from going too aggressive on both that page and in-game.
You could also potentially switch the render mode between the different options (use openGL all the time or fastblit). But odds are the first one simply disabling the cards should avoid that issue.
