Possibility of editing the gap between "League Values" in custom promotion/relegation leagues

Is it possible to edit the gap between "league values" in custom leagues to less than 0.10?

If my Major League's value is 1.00, could I make the league directly below it's value set to .95? It seems the closest difference I could get to it is .10 with the highest possible value being .90 when I make a new relegation/promotion league.

I would say this would end in having some very good players from highest league in the second league
