Uninstalled and reinstalled from stream now fails to run

So, not sure if the version from the website was fully uninstalled, using the uninstall from the control panel - apps in windows, but I installed from steam when it went on sale. I noticed some weird things happening and the looked like I had it installed on my one hard drive and also installed on my main drive but under the Microsoft One Drive. It was eating away at my bandwidtth and slowing me down since OOTP is always downloading and replacing files and these were being synced with One Drive. I think I got everything uninstalled and ran a fresh install from steam. Now everytime I try to start the game I get an error can't find /facegen file but it loads to the login. I login then it crashes. I start it up again and it says it crashed so it is resetting video, but when I attempt to login it just locks up and I have to kill it. Any help would be greatly appreciated.

the exact error is:

Could not find /facegen folder! Facegen will be disabled

I was able to fix the issue, I found some left over config files in the roaming apps section, I deleted them and now all is well.
