Commish mode (manager's office to turn on). Go to his name on a list, right click and the option to unretire should come up.

note that even with commissioner mode enabled, if enough time (unknown) has elapsed, you won't even be able to uncheck the "Retired" box for a player.
if that is the case, if you go into the league settings (league menu > edit) there is an option to "import player". choose that then type in their name, and select him from the pulldown, then select the year to import him from. select add and ok then search for the player (will be recreated in free agent pool) and sign them/assign them to your team |
