Scouting Draft Prospects
I'm scouting draft-eligible prospects. Is it possible to get them above "Low" accuracy. I just keep re-scouting players but the accuracy never improves above low. I'm still pre draft combine so maybe it improves following the combine?

No, I have never seen it above low. In fact, low is very uncommon. I have seen them get to Medium when placed in my Combine.
One thing that needs to get resolved in the new draft setup is the OSA scouting is medium and the development risk is drastically different between the two. The league scouting accuracy is medium for all draft picks but very low to low for my scout. It seems obvious, the scouting for your head scout should be the same level as the league considering IRL a head scout would just use the book (OSA rating) to evaluate a player he never personally scouted. In fact, league scouting should be also structured such that higher projected draft picks would have higher accuracy rather than the ubiquitous Medium.
