Ratings not matching Dev Update ratings

I have a 25 import league, scouting 100% and I'm noticing the ratings shown in Development update emails are way off from actual ratings. I've done a rescout and no change. I switched between OSA and my scout and ratings matched for both. I thought maybe it was just players from the import, but its also effecting new players.

Anyone else seeing this? I attached 2 examples.

considering how large the discrepancy is on these ratings, is there a chance that you have your Rating Relative to League set to AAA or AA and not the pro level?

That was it. It was set to MLB, but the check box wasn't checked. I swear I looked at that setting like 6 times but never noticed the box wasn't checked. I am the dumb. Thanks!
