How does ootp determine draft order?

I'd like to know what criteria ootp5 uses to determine draft order... obviously W/L record is #1... what comes after that... head-to-head record? If so, what's next, especially when you're looking at teams from different leagues with no interleague play...

I'm using the June ammy draft... is there any way to know the draft order without having to wait until June? I have owners that want to know the value of their picks before trading them.

If you are using the June Ammy Draft it should be last seasons reverse record order. As far as how it breaks ties.. I used to the think it was just by Team number; but in checking things during OOTP4 it didn't seem to always follow that rule.
