Playing in commish mode, player edits don't translate

Have confirmed I'm playing in Commissioner mode.

(1) edit player ratings
(2) overall/potential don't change
(3) confirm that player ratings have in fact stayed changed

Unless if you are playing with 100% accuracy, you may not see changes to player ratings until the next time a player is re-scouted, as the profile page will load the last scouting report. In the game settings page, you can force everyone to be re-scouted if you want.
