Stuck on July 1st due to roster issues

I've been playing as the Hull Seahawks in the NIHL (2nd tier of UK hockey). The league rules say max 3 foreign players and min 11 under 25. When you start there are only 8 under 25 and I press the continue button until the roster is fixed. I've tried signing some juniors but they're all considering my offer and nothing can happen until I move forward.

Also... Is there anyway to manually edit the stadium names? Hulls arena is currently called "placeholder 15" instead of Hull ice arena.

You can solve most of these problems with the commissioner mode
