Trade related question. AI seems to never agree when you comply with their demands

Have a small online League that has human and AI owners. We recent moved to ootp 25 from 23. In 23 when an AI would say "ad this guy and we have a deal" they would accept the trade and all was well. Or the make this work button would , well, make a trade work. Now the AI seems to always say "hell no" to all the human owners after saying it was a done deal. Is this now how 25 works? Seems to be frustrating our owners. First the AI trades didn't work in 25 at all for processing and now the devs have fixed that but they seem to be impossible to get someone to agree even after they agree now. It's always "add this guy" even after adding a previous guy. We've had a couple go through but most are declined over and over. Trade is set for hardest difficulty, but lowering the difficulty isn't exactly what we want as the balance of the deals is fine, we just want the AI to accept what they actually say they will accept. Any advice? Is this how it is in solo leagues as well?

The commissioner needs to process the trade from the "Pending Offers" screen, otherwise the trade does not happen. It's always worked for me. Shrug.

Never have had to approved any pending trades with AI. They always processed on their own in 23.
