Feeder League Options Missing

I've been trying to setup a fictional save that sprinkles in historic rookies in the draft every so often and someone suggested to me to try feeder leagues. When setting up a new save to test this and see how well it'd work I don't have options for feeder leagues. Tried both during off-season and while in-season but still no options for feeder leagues. All the minor league options appear though so I'm wondering if there's a setting check box I missed somewhere to make feeders available? Hoping that it isn't unavailable due to the historical rookies settings. Any help is appreciated (or any other solution to the sprinkled historical rookies would also be appreciated!)

Update: It is the historical rookies option that makes feeder options disappear. So back to square one it seems
