Relief Pitching Revisit
I play with coaches and scouting turned off. I always max out my development budget. For the life of me none of my pitchers ever develop their stuff ratings no matter what I do. I'll have a dozen minor league pitchers with stuff ratings in the 90's and above but they never get any higher than the 50's (if they get that high). This is something new to this version. When I do a player search I have 8 and a half pages of players with potential stuff ratings at 90+ but only have 5 players in the entire league with actual ratings of 90+. So it's not just what I am doing with my team it is league wide. Any ideas as to what I can do to get the ratings up? And yes I have the latest version.

No comments so I guess nobody else is seeing this. So here is my question, I have player development lab and player development focus turned off. Think that could be my problem?

Current ratings have been modeled much closer to the true scout 20-80 scale in OOTP 25 so I would say your results are expected. This is a change from OOTP 24, which allowed a lot more players to be displayed with high 20-80 scale ratings.
