cities.txt file location?

According to the manual, there is a cities.txt file that can be edited if you want to add a fictional city. I can't find this file, where is it? Is the manual correct or is it outdated?

Cities can be added in the world_default.xml file in the data/database folder.

Make a backup of this file before you edit it.

Any cities you add must have a unique id not used by other cities, and you'll need to add it within the proper nation within the XML structure. If you are uncertain, the file is full of cities to show you how they are set up.
