How do I expand league?

I have played the previous versions of ootp and have enjoyed doing an expansion and then expansion draft at the start of a new game; but I can’t seem to find how to do so in the new OOTP25 GO. Any help would be appreciated,

I took over the Padres for their inaugural season. I started the season prior to them joining (1968) and simmed through the season and took the job in the off season
