AI Evaluation Question

Does anyone know, for the off-season, does the AI consider the prior year as actually the "current year" when it comes to their evaluation of players?

Or, if not, would I need to go into the settings once the offseason and change "current year stats" to 0% ... and change "last year's stats" to whatever I had current year stats at.

I ask because, I've done a lot of historical expansion drafts in this game, and quite often, there are some players that had very good seasons (and have pretty decent ratings too) who go unprotected in the draft. Definitely unrealistic sometimes.

Wondering if I'm doing something wrong.
