Do Staff develop their skills over time?

Played this game since 2016 and never really given this much though - always just hired the same guys but have been wondering if it's possible to bring on a young staff and let them develop or are their attributes static?

Personnel Ratings Changes
Personnel can learn and improve their skills over time. Unlike player ratings, personnel ratings cannot decrease with age. There are no potential ratings for personnel, so there is no way to know which personnel will improve, or by how much.

So I think the answer is yes. they will improve their coaching ratings like players.

Thanks coolfish2, interesting that there is no way to tell who will get better or by how much - I guess it would be too simple to just make it 'young guys get better' etc
