Game not letting you sign draft picks over slot even if you have money to do so

So looks like the game is potentially looking at projected budget room and not total money available when signing draft picks. So if you are in negative on projected budget room but have traded for cash and have enough money in total available budget it won't let you sign someone over slot and go over the number you have for draft budget. This wasn't the way in OOTP 24. Anyways here are screenshots of what is going on as well as the league file:

Clearly the Padres have enough money to sign all their picks with $13,278,247 in Total Money Available and all their picks ask totally $7,730,000.


But it also lets other teams go over budget to sign guys, so it's pretty confusing what is going on:

*Commish added money to Padres draft budget and it worked, but still seems like something is up that it's not letting them sign guys over slot using available budget. Plus allowing other teams to go over budget to sign guys*

Also just going to add this to this post so all my stuff is together. Is there a reason Minor League Contracts with Major League options are being allowed in game after the 30 days into the season. It use to never be the case before but now GM are allowed to do it and I don't think it's meant to be the case since allows GM to sign FA prospects to them and not have to pay a penny for them since minor league contracts with major league options don't count against your finances until they are called up to MLB. And game reads them as more than a minor league contract with signing bonus. So offer of minimum salary with minor league contract with major league option is looked at as more by game then minor league day with say $100k signing bonus even though that signing bonus deal is actually better especially for a 21 y/o prospect who is years away from big leagues. That's especially matters after the draft with unsigned draft picks, way for GM to sign those guys with no available money and trick game into thinking it's better than an offer from a team who is offering a signing bonus, especially since that young player isn't opting out after 30 days (I don't think they can even opt out since you are more than 30 days into the season).

I feel like this might be working as intended, but honestly am not 100% sure. So we can add this to the list of look into, to see if it is in fact working correctly or not.

Sweet thanks. Just seems weird it is only happening not and that it wasn't happening in previous versions even with $0 draft budget and just using available budget space and even worst owners. Plus only seems to be with one team, that I know of. Appreciate you looking into it. But totally understand if it doesn't come up with anything.

What about the minor league contracts with major league options and being able to offer them all season long now? Use to be only in first 30 days of the season. Thanks.
