Playing current day rosters, I have occasionally seen players posted from international leagues, if I allow that on setup. Only during the offseason, of course.

The amount of the posting fee definitely has an effect on transactions with independent leagues. I have struggled with finding a "Goldilocks" setting, high enough to make such transfers more rare than commonplace, and "fair" to the league or team losing the player.

In contemporary leagues, for example, a $250,000 fee is pennies to a MLB team needing a player, and a huge windfall to the indy league team losing that player.

In historical leagues before 1947, where I have deactivated the color bar, it has been hard to figure out a standard number for MLB acquiring players from Negro League teams (IRL no such fee was paid, of course). Too high, in terms of finances in those years, and no such players are acquired. (Remember that the MLB team not only pays the fee; but must negotiate a contract with the player.). Too low, and all the good players are immediately raided.

One flaw in this with OOTP is that the indy leagues and foreign leagues and the Negro Leagues do not have a financial structure, like MLB. Only the MLB side of the transaction is subject to AI evaluation of player talent versus acquisition costs. For the most part this is okay, because the fees may exceed the amount of indy league payrolls or budgets, and the same with Negro League teams. Not sure if that follows with foreign leagues, which have very different financial situations.
