How to access player lab with carry over franchise from OOTP24

I just wrapped up a season in a franchise that began as part of OOTP24 and is now playing on 25.
I am a few days into the offseason and had completely forgot about the player lab.
I went to look for it under player development and it does not seem to be there.
Is it not available because this is a carryover franchise or is there something I need to enable?

The options for the lab are on the "players & team" tab.
