Draft Pool is either bad now or development is off

I am using a fictional league that began in 1961 and after 11 years of drafting real rookies from random debut, the results are not good. Either the draft pools are weakened (there are few, if any, 5 star prospects), or the development is making everybody mid. #6 prospect should not be a 2 star potential prospect.

A couple things spring to mind that could be going on here. One, is scouting on? Currently scouting seems to somewhat decrease player values, which is not intended and something we're looking at.

Two, it's also possible your PCM's may be a bit too low for the current talent level in the league. Can you post a screenshot of what those are?

Player Creation Modifiers. They're under the "Players" tab in your league settings.
