Advice please

I'm hoping someone out there can give me some advice on my fictional league that uses real MLB players. I've started in 1901 with 8 teams in 2 leagues. I decided that I would expand every year the the cash max was met by every team. Then I would raise the limit. Follow me? When I make new cities I randomize the market size so I don't have a boat load of big cities or small.

Here is my question, as time goes by should I adjust the market size? And if so what criteria should I use? Also I want cities that never grow to be able to move but I can't decide on a particular formula to use. (If a city loses money 7 out of 10 years or something like that.) So any suggestions?

well, as for the movin to new cities situation.

You can move a team to a new city by typin in a new city name, but it won't do anythin to the market or fan interest, unless you changed it yourself.
