IAFA Contract Negotiation Bug

A player (Alexis Rivera in the zipped files) I am trying to negotiate a bonus with said another team made an offer and gave me a chance to counter. He asks for an amount and I click the Ask for Response button after meeting his demand, but the button to Submit Offer does not become clickable. Repeatedly asking for his response makes the player unwilling to negotiate and walk away. I have also offered a bonus higher than asked and I am still unable to get him to allow me to submit an offer. I had no other offers out there and checked that the request was within my budget.
