Signing CHL overagers in a custom game

I'm looking to see if I'm mistiming something as I'm still pretty new to the game. I shortlisted a couple of of CHLers while playing as a big club in a new WHA. It's now July 1 and I'm hoping to sign them as they are now age 20-21 and presumably out of junior eligibility. Neither has been drafted in my league or the NHL, no one holds their rights, and both are free agents. One of them only lists "NHL rights: None" as a possibility, but the other shows several leagues, including mine, also with none. When I go to make an offer, I'm told they cannot be signed at this time. Is this a case where they have to pass through drafts again? Nothing is noted for their draft eligibility, unless I'm looking in the wrong place. Are they just refusing my league? I doesn't make sense.

Okay, so I dug a little deeper on these players through the edit screen in commish mode. I found that both had "Free" rights in the all leagues but mine (I misspoke on some of the verbiage on the earlier post), while rights to my league showed "None". So I cheated a bit and switch them to "Free" in my league as well. This solved the problem of "how" to sign them, but not the problem of "why" they weren't already available. No other free agents ever refuse my league if the money is right, though I know the game presorts draft classes. I'd still love to hear if anyone has any guesses or insight.

To broaden the conversation, has anyone else played as a secondary WHA or higher league? I'd like to hear how you like the way the game approaches it and how you like dealing with two major leagues at once.

Ive had a hard time setting up a custom league that works well with the nhl still functioning. I have problems trying to sign players and seems finances is the issue but I cant seem to find a way to fix it. Really this is the only reason I don't use Custom much even though I have plenty of things I would like to try.
