The scouting figures...

So, I've always wondered this and people have asked me, I've never really know why or what to answer but it was even highlighted in last nights stream at 35 mins in - https://www.twitch.tv/franchisehockeymanager

If I'm missing an obvious logical reason here, why is the scouting only able to be maxed to 13 by scout hiring, when the points added in the monthly expenditure are a +5 (taking it to 18) and the rating scale of the whole game is out of 20. Even Jeff thinks you should be able to get it up to 15 by hiring more scouts but Adam thinks it stays at 13! lol

It was showing 13 because we hadn't set the monthly finances yet, so it was on the bottom setting for scouting support, which is -2. That lowered it to 13 from 15; changing it to the top setting (+5) will raise it to 20.
