Fog of War not working?

I selected the Fog of War option in my game, but I can still see all the precise attributes of players. Restarting doesn't fix it.

Yeah I had this issue last year as well... I'd be interested to hear the answer.

According to the manual: "Fog of War will limit the amount of ratings information you can see for players until they've been scouted: no precise attribute scores will ever be visible, so the only sources of information about the player's skills will be the scouting report (blank until the player is scouted) and whatever can be gleaned from statistics. "

So in theory this shouldn't be happening. Does Fog of War only update on July 1st or something like that? Or is it broken?
