best way to get shorthanded team to sign FA's

In a historical game, if I have a few teams scattered throughout the minors that don't have enough players, I had thought that if I trim some other teams' reserve rosters in order to bulk up the free agent pool, that the shorthanded teams would sign these guys if I used either a) the Ask AI to set up complete team, lineups, etc. feature, or b) Run Computer Manager On All Teams... I was figuring that AI would think, "golly, we don't have enough players, so let's go sign some free agents so we can field a team."

But neither of those worked. Is there some other way besides manually signing or assigning these players?

Have you enabled ghost players to help fill minor league rosters? If so, then maybe this is why the AI doesn't have a sense of urgency in filling vacant positions. Regardless, I don't think it will help to ask the AI to set up complete lineups or run the computer manager on all teams. I believe the AI's transaction logic and behavior are separate from those options. As it is, I believe that running the computer manager only has the AI make roster changes within the existing organization and personnel. I don't think it compels it to seek trades, signings, or other transactions to fill open positions.

Nope, ghosties are disabled. In fact, the reason I became aware that some teams were shorthanded was because the game stopped & gave me a message saying that a game couldn't be played due to too few players. Had ghosties been enabled, the game wouldn't have stopped.
