What kind of assistant GM hires good minor league coaches

I just completed the 2025 season of the St. Louis Cardinals -- despite posting a barely over-.500 record we won the (as usual) weak NL Central and went on to defeat the Los Angeles in a seven-game World Series.
Anyway, at the end of the season John Mozeliak retired. (Wish the real version would do the same).
I pretty much let my assistant GM run my minor leagues and almost every season, my system ranks among the worst in the bigs.
What kind of assistant GM do I need who might hire better coaches, since I don't want to spend a lot of times sifting through candidates to put it together myself.

Don't know if its different in fictional but in historical its hard to get a really good coach to take a minor league job. I've never had an asst GM who tried except maybe a couple times.

However coaches develop. What I do is mid season I go through the minor league personnel and extend everyone with an expiring contract who is rated good or better.

Honestly, I have no idea what the AI considers when they hire coaches. I've never had an AGM who has hired good coaches, I end up doing it myself.

I like using recently-retired players as minor league coaches. I am not above retiring a guy and turning him into a coach. I figure they will have immediate respect from the players, as opposed to some lifer. I’ve had good success with this. The new coaches often turn out to have high ratings. When the alternative is a bunch of lowly-regarded or unproven guys you never heard of, it’s hard to go wrong.
