How do you hire scouts in an online league

I have joined my first online FHM9 league and it is run by a long-time OOTP league commissioner but it is his first FHM9 league. We cannot figure out how human GMs can sign scouts.

I know in a solo game I simply go to my team scouting screen, select the hire scouts tab and right click on the scout I am interested in. However, in our online league the right click does nothing. The commissioner can right click and hire scouts for us but I would assume there must be a setting to allow human GMs to hire their own staff.

Can someone let me know what needs to be done so human GMs can hire scouts themselves in online play?

I guess a part two of the same question and probably tied into the same option the commissioner needs to enable. I am GM of my online league team, everything contract related is set for me to handle but while I can negotiate extensions with my players I can not submit an offer as the submit option is greyed out.

How does a GM extend a contract or sign a free agent in an online league?

Is it greyed out because you haven't clicked on the 'meet demand' button yet? Currently you're showing a contract that is less than his demand and he is telling you so in his response message.

Secondly, as far as I'm aware all staff hiring goes through the commissioners profile. For the two leagues I'm in we use discord and people post which staff they would like to hire (works on a first come first serve basis) and there is a league standard salary structure for the roles to stop people gaming the system/low balling the AI etc.
