Having two inaugural drafts at once mixes the pools

I made two leagues in my new fictional dynasty save, which are the European Baseball League and the North African Baseball Association. Neither of these leagues are in an association in the game. However, their inaugural draft pools are mixing. Regardless of which draft I start with, the same players are being taken in both.

I'm not really sure if this is a bug or a limitation of how we generate the draft pools.

For sure it's less than optimal though, so I will log it as a bug and we can at least take a look at this then and see if it's possible to make any changes here.
