The Acquire a Hometown Player Owner Goal

I'm a bit lost on how to satisfy this. I've gotten it 2 years in a row with no option to re-roll the goal with the owner and the completist in me really wants to achieve it but the first time it appeared, I did the find a player from the surrounding area thing and signed a backup catcher.

The backup catcher was on the roster the whole year, did average-y and the goal turned green the whole year basically. But when it came time to review, even though it was green, the owner said "player x wasn't exactly who I was looking for" etc....and the goal reared its head again next offseason.

I figured maybe they had to be a more impactful local player? Though the goal just says hometown player, not how effective they need to be, etc. I acquired a good reliever from the local area who again, turned the goal green, made the All-Star team, etc.

End of year review, same response, green all year but the goal comes back again. Wtf is the owner looking for? A superstar? Someone that needs to be on a long term deal so that they don't become a FA at year end?

I'm totally lost with how to get this goal achieved since there is really no caviat in the requirement other than they need to be able to be in the search results for a hometown player, it seems. That turns the goal green but never goes away unfortunately.

In my ABF sim, it says acquire a homegrown talent. I already have 6 players from the Chicago suburbs on my team. I signed a FA RP who is from Chicago and it still shows up. I have yet to start my 2002 season, so i am hoping that satisfies it.

Ah yeah, same verbiage here. Try as I might I still can't get this one to be a success though it is green the whole year. Wondering if it is a bug or if I'm missing something. Only thing I can think of is if CPU needs to see them as a large part of the team and/or they need to not be on an expiring contract or something. The goal says none of that though, so I'm guessing if it doesn't go away despite being green all season, it might be a bug.
