I bought from Steam so didn't get the beta, but it (turning down an AI offer dinging one's reputation) was mentioned during those three days and supposedly fixed. Any chance you're not fully patched?
I imported my v23 game the day after the WS. I just started my first ST, made many trades, made many offers, and had the AI propose many trades to me over the off-season and preseason. I never saw a reduction in my rep when I turned down an AI offered trade, be it through email or counteroffer on the trade screen.
When I discussed trades with the AI, whether I initiated it or the AI did, I never took a reduction in rep for any trade offer that went nowhere. But I never backed out of a trade that had been "submitted". I did however withdraw from trades that were only discussed but not submitted. Never got a reduction for any of those.
It's not about the quality of the trade. It's about being a reliable trade partner that can be trusted to stick to an agreement, not a reward for making a big splash.
