What causes this?

What causes feeder leagues (in this case, HS) not filling rosters sufficiently?

It's start of HS season and none of the teams have full rosters nor complete lineups. And, when I select 'fill teams with fictional players' no players are added to any rosters.

And, while none of the team organization pages contain enough players to field a team, the HS league Player List shows 1867 players, and all teams having full rosters of over 30 players each. Am posting this in bugs forum.
