How Do I Redo All Rosters - Custom Game

Hoping someone can save me hours of trying permutations, I have already tried a few with no luck.

I want to run an NHL league starting this year, but I want to redo all the rosters. I don't want to run any of the teams (commish mode) but I want to be able to pick and choose what players go on what team.

Basically I have years of my own mock entry drafts, so I want to base the rosters on those drafts and others based on where they were born or sometimes just natural fits. Of course I will have to play with salary cap etc.

What are the steps?
Standard game?
Custom game with initial draft?
Commission mode?
How do I control the draft so i can make all the picks, or can I just release all players and then go in and assign them by editing the players instead of a draft?

The only thing I can think is for you to edit the contracts/teams of every player in the game

You'd have to set up a custom multiplayer game and then set up an initial draft.
