Restricted Free Agency

I think restricted FA is a better way to determine player value than arbitration. Is there a way to implement it. RFA meaning current team can match offer.

Baseball doesn't want to fairly determine player value. The purpose of arbitration is to pay players less.

If there is no arbitration, then there is no incentive to have a draft....

You think three years of a team paying minimum wage isn't enough to get teams to draft players? In such a situation they'd still draft players but the signing bonuses would be lower.
