Over budget, or not over budget?

So, my finances page says I have almost $3m in projected budget room, but I am receiving the message on my scouting page that says "Being over budget, the scouting budget is limited to half the league baseline!"

What gives?

Could the 3m be from the money taken from scouting budget?
