No Scouts?

If I play a league with scouting disabled...100% ratings accuracy...does this
benefit/help the AI teams...ie., make them more competitive?

I believe you are making it easier mostly for yourself as the single player. It may affect the AI somewhat in terms of fog of war, but I believe the game is more challenging with scouting enabled.
