Text-editable Template Files

I would like the league structure and settings to be stored were in a text-editable file (XML or JSON presumably) or at least importable from a text-editable file. The existing template files are OK, but they aren't very flexible if you realize after playing around with a set-up for a while that you want to make a small change.

It would make it possible to create leagues programmatically. For instance, wrote a program that creates the World.xml from current population data, and can break apart countries or create new countries from regions. I would like the ability to to do the same thing with league creation.
