Expansion teams start with very poor scouting departments

They only have a very select few scouts in the league's nation of origin. Also don't seem to be particularly aggressive about signing scouts out of the gate like a real organization would be. Bit frustrating to have to jump in commissioner mode and hire them a decent scouting setup.

I'll have a look, we're going to have to address a few staff issues in the first update so now's a good time to make some adjustments there.
