OOTP GO vs OOTP 22

I need to know can i do as commisoner on OOTP 22 with OOTP go, can i create my own loague based off the mlbl players and create a 10 team league. can i have the computer play the games and owners watch if they want to, can they set there own lineups,rotations bullpen and so on.
please let me know

You can create a fictional league.
