Low scouting accuracy?

Almost all of the players on my team are low scouting accuracy right now. Last year they were all very high. Has my scout just gone on vacation for the first half of this season or what is going on?

Could be a few things:

1: You got a new scout.
2. You have OSA Scouting chosen (happens to me ALL the time)
3: Your Scouting Budget has been slashed.
