Scouting in GO23

I'm the preseason email it mentions setting scouting budgets, but I haven't been able to find anything to do with scouting. Is scouting in the game and if so where do I turn it on?

This is the same as the notification you get around draft time about signing your draft picks, it's taken straight from the desktop version and is not actually a part of the mobile version.

Hopefully it's something they look at adding, but for now scouting is always 100% accurate
