The MLB Quickstart is meant to be accurate as of Opening Day, they typically do not include any transactions that occur after that.

You, of course, can manually add it if you would like.

According to the manual, Standard games can be started using the Live Start option, with updated standings, stats, ratings, and rosters as of the current real world date. This allows you to begin a game in an up-to-date simulation of the real world, playing whatever portion of the season remains.

I bolded parts of emphasis. Based on that, I wouldn't expect contracts to be updated in live starts.

I think signed contracts post-Opening Day should be in the live start. It's kind of silly that it's not. It's just another thing I have to edit upon every start-up.

This is why the game is so editable, to allow you to edit what you think is important in whatever type of game/league you are in. I believe all the Live Start updates come from a third-party provider. If it isn't provided, it isn't going to be included. But edit the game as your play style dictates and update those contracts as you like.
