Bought on Steam but need to play on Windows

So i bought this game on Steam since i have a chromebook laptop. However the game wont load and just freezes out. I have Linux and Steam installed but i just cant get this game to work on my laptop.

With all this, the only way ill be able to play is from my desktop which is Windows. Since i already purchased this game through steam. How can i get the Windows version? or Do i have to buy this game again?

If you bought on steam it should be in your library. So all you should need to do is log onto steam on your windows machine and install the game from your library.

If you purchased on Steam, then the game should be available on Windows, Linux, and MacOS. I have started OOTP up on both Windows and Linux through Steam, and on multiple computers (using a USB stick to move game files back and forth). I think that the only limitation is that you can only have it running on one computer at a time.
