Fictional League Only Hiring Managers

I'm using a fictional league that currently has a college league and 4 high school leagues. It's set in the year 2070 currently. The teams don't have owners (and haven't since the mid-2060s) and the only job they fill is manager. I've tried going into the Free Agent Personnel, but whenever I try assigning any coach or owner to a team, the only option given is manager. I've attached the league in a zip file if anyone wants to try and help me fix it. The league was imported from OOTP 22 if that's the issue.

Came here to post the exact same problem.

4 team 'league', it's high schoolers, so no trades, finances or owners, but since they're, you know, high schoolers, I have coaching ON. AI teams have managers, but nobody has, or can have (I tested with commish mode) any other personnel. Since I'm manager/gm, I am not allowed to have any non-players on my team at all.

So actually, turns out that this is working as intended. In feeder/college/hs leagues, we only have the teams hire managers, not full coaching staffs.

For me, it's the only league in the game. And the players show "Minor League History", so the game should be treating it like a major, or at least minor league. Is there a way to set the league to be treated as major?

What about owners? I assume they’re not supposed to have those either? Also I feel like if they're unaffiliated they should have full coaching staffs, but I don't know.

You'd want to change it to be MLB level and remove any affiliations that make it a feeder league and the I would think it should work like a normal major league.
