Feeder League Question

Hello! New to forum but been playing OOTP a while. One thing I've never truly understood is feeder leagues.

I am creating a little fictional universe for 23. The universe now has a few disconnected leagues. If I create a feeder college league with no parent how would the game handle that?

I believe once they get to whatever you have for the cutoff age for your feeder, the players just become free agents and can then be signed as normal.

So they don't join a draft pool?
